Unable to quiesce subsystem. Reply GO to override or CANCEL to quit.
Description: The agent is attempting to quiesce the subsystem in order to reload the service routine. However, after waiting thirty seconds, the number of command issuers using the subsystem is still not zero.
Action: Reply GO to the WTOR to override the check for any command issuer using the subsystem. This allows the agent to continue with the service routine reload. Be aware that any user using the existing service routine code in ECSA may subsequently fail or abend.
Reply CANCEL to cancel the service routine reload by the agent. The agent continues to initialize but the subsystem service routine is not reloaded. If service has affected the subsystem control block layouts, the subsystem and agent may ignore commands using the CPF string due to incompatible subsystem service level markers.
